Fair and Clean Elections

When election laws invite fraud and when election officials turn a blind eye to fraud, voters are disenfranchised.  Minnesota is currently in crisis mode when it comes to our election process.  Under Secretary Ritchie, ballot handling, election day procedures, absentee voting - the core elements of the voting process are suspect.  These votes show that Democrats are just fine with the status quo.

Legislative Reform

Many benefits accrue to those with election certificates in the Minnesota Statehouse - secretary, large office, covered parking, health insurance, roughly $41,000 salary, Internet service, laptop, media writers, research services, photography services, mileage and housing and a pension.  All in all it's a pretty good gig.

The sad truth is that most of these leadership Democrats reside in legislative districts that are immune from GOP challenges. Only highly financed DFL primary challengers with powerful connections can come close to unseating one of The Chairs.

Fiscal Restraint? What's That? 2010 Bonding Bill Votes

Once again the DFL left it up to the Governor to be the adult in the room.  Unwilling to stand up to their bosses in Big Environment and Big Government Labor, the House and Senate dropped the 2010 Bonding Bill at the feet of the Governor and went and laid down by their dish. 

 A 10-page list of line item vetoes would take some of the worst items off of the state credit card.  But there is no reform, no accountability, no job tracking, no support for critical public safety items, no willingness to set real priorities. THE VOTES... 

The Omnibus Woodland Critters Finance Bill

House debate on HF 2624 - we call it the Omnibus Woodland Critters Finance Bill - showed how blind allegiance to interest groups can put legislators at odds with their core political values. 

Private property rights are more important than the RIM program.  Clean water is more important than environmental learning centers.  These votes are all about priorities.

As promised in Part 2, here’s a closer look at the cost of the Minnesota pension bailout.  This time we’ll focus on increased taxpayer costs related to the Public Employees Retirement Association’s General Plan, which covers 375,000 local government employees who are not in public safety jobs and who are not teachers.   

Too much, too late

Since 2005, the Legislature has shoveled a lot of fresh taxpayer contributions into the PERA-General Plan pension hopper.  Increases authorized in 2005 were phased in over four years.  The base rate of 5.1 percent was raised in steps to a total of 6 percent of salary in 2008.  Another contribution hike was passed as part of the 2010 “reform” bill to bring the total normal taxpayer contribution to 6.25 percent of payroll.  And something called the Additional Employer Contribution was added to go from 0.43 percent of salary to 1.0 percent of salary when... Much of Minnesota's pension reform legislation this year was an exercise in tweaking the valves in the dank old boiler room where the $50 billion Government Pension Machine sits.  The union bosses at the controls have changed minute little settings, like cutting the interest rate on refunds and ratcheting back the increase in benefits.  They've re-tuned state government's largest money machine to make it a tad more efficient -  at least until the heat is off.  

The few reductions in the increases and increases in the reductions are temporary and subject to change just like every other provision in the laws that government Minnesota government worker pensions. Bookkeeping gimmicks designed to make the funding status of each plan look better on paper include rolling the full funding dates forward (think of your mortgage coming due in a few years and the bank showing you owe more than you should - adding another 10 or 20 years to the due date will make things look much better - or at least postpone any painful... To hear them talk about it, you would think the DFL had passed some major pension reform in 2010.  Not so.  The few reductions in the increases and increases in the reductions are temporary and subject to change just like every other provision in the politicized body of law that governs Minnesota government worker pensions. And then there's the lawsuit that could unravel the whole thing.

Let's face it, the members of the Minnesota Pension Cartel don't get paid to do nothing.  They get paid the big bucks by the government worker unions and the retired government worker member associations to bring home the pension bacon:  earlier retirements, bigger benefits, higher taxpayer "contributions," looser accounting standards, cheaper buybacks... HF 890 makes controversial changes to laws governing assisted reproduction, or surrogacy.  According to bill author Steve Simon, 300,000 Minnesotans have sought these agreements.  The effort to regulate surrogacy has been attempted in the past and a recent bill was vetoed by Governor Pawlenty.  Rep. Simon claimed, "This is not that bill," but the final vote, the amendments and the fact that the bill did not make it to the Governor's desk would indicate that there was still plenty of controversy.  Among the reasons to vote No were abrogation of the child's rights and the possibility of an abortion if the parties (excluding the unborn child, of course) cannot resolve differences.  And the need for all the lawyers.  Rep. SF 525 (the 4th enGROSSment) imposes a new state-wide regulatory scheme on the oh-so-chic body art business.  The bill defines "body art" as "physical body adornment using, but not limited to, tattooing and body piercing."  Click here for the Minnesota Dept. of Health summary.  The bill sets a state regulatory "floor" that allows stricter local ordinances, as a number of counties currently regulate this activity.  No one under the age of 18 can receive a tattoo and piercings are only allowed if the parent is present and signs the required forms.  Also prohibited for minors, regardless of parental consent, are "nipple or genital piercing, branding, scarification, suspension, subdermal implantation, microdermal, or tongue bifurcation."  GROSS!  The blood community likes... Made a trip to the PO today to drop off a letter to Minnesota GOP gubernatorial candidate Tom Emmer and his campaign director, Mark Buesgens.  Inside were two copies of HF 1762.  Over the weekend Rep. Emmer reportedly tore up a copy of the bill, which he co-authored in 2009 with  Rep. Buesgens.  Emmer was apparently playing to the crowd at the Anoka Game Fair.

 

The hope is that both Emmer and Buesgens will keep a copy of HF 1762 with them at all times as a reminder of the conservative values they held prior to election season.  

The Emmer/Buesgens bill would have placed a constitutional amendment before the voters in November to repeal the 2008 Sportingperson and Arts Community Trust Fund constitutional amendment and rebate any sales tax revenue back to the taxpayers.  (In case you’re wondering who the Sportingpersons are, don’t confuse them with hunters and fishermen.  Hunters and fishermen love the outdoors.  Members of the Sportingperson Community love government control of the outdoors...
