The Buesgens motion would take HF 363 from Taxes and put it before the House for passage. The bill phases out the corporate income tax and that, needless to say, would sow the seeds for many new jobs in Minnesota. In light of all the uncertainty faced by job creators - cap and tax, the government health care takeover, salary caps, government takeover of the auto industry, etc - this phase out would at least give Minnesota employers some relief and some reason for staying in Minnesota and expanding their workforce. Sen. Michel moved that the bonding bill be sent back to the Capital Investment Committee. On the dubious prospect of putting a few union construction crews to work for awhile, the bonding bill creates a $1 billion financial obligation for the future. The state currently spends about $1 million a day to service its current bonding debt. That doesn't include the burden of paying the new operating and maintenance costs associated with these projects. Also to be sorted out in committee is the overlap between the bonding bill and the bill that doles out tax hike funds as passed by the stoopid voters in 2008 (the so-called outdoor heritage and arts tax). You can't swing a dead cat in the Capitol without hitting some legislator who's talking about job creation. That's all they talk about. You would think the DFL would embrace the opportunity to document all of the high-paying mostly union jobs they are creating by passing the bonding bill. The Robling amendment as introduced (before being gutted by the Langseth amendment) would put core government functions like roads and public safety ahead of planetariums, volleyball centers, and zoos. The Moose Lake prison will be full by 2012 and to fulfill the basic obligation of protecting the public a new warehouse is needed for the inmates.
