SF 2912 changes provisions related to childhood mental health.  Mostly housekeeping, but includes substantive provisions related to care reimbursements - going from block reimbursements to a tiered system that factors in more complex care determinations.  House author Larry Hosch amended the Senate file with the language of HF 2926, the first engrossment. Not scored.

Note that an amendment offered by Rep. John Ward was withdrawn after Rep. Mark Buesgens challenged the amendment on germaness.  What's fair is fair - the Ward amendment pertained to a section of statute that was not included in SF 2912/HF2926.  That was enough to declare a Republican amendment out of order a few days back.  Was Ward advocating a little bipartisan consistency, or was it just not worth the effort?  Regardless of the germaness ruling, the Ward amendment provided blanket authority for state bureaucrats to give land to Minnesota Indian Tribes at a market loss to the taxpayers.  Had he truly been interested in a single piece of property (the old Brainerd State Hospital), he could have crafted the amendment accordingly.  It's an enigma wrapped in a riddle and stuffed inside a duck stuffed inside a turkey.
