You can't swing a dead cat in the Capitol without hitting some legislator who's talking about job creation.  That's all they talk about.  You would think the DFL would embrace the opportunity to document all of the high-paying mostly union jobs they are creating by passing the bonding bill.  A number of amendments addressed the job tracking issue and they were either rejected by the DFL or watered down.  Here's another one.

The Limmer amendment to the Chaudhary amendment tightens up the Chaudhary amendment just a smidgen.  It  requires that the handful of temporary jobs created by the bill be given to permanent residents of the state, not just people who have resided here for 90 days. This combined with the earlier amendment to suspend the prevailing wage requirement would have greatly enhanced the local benefits of the bill.

The DFL is trying to spin this long-term debt bill as a jobs bill.  They have estimates written on the back of cocktail napkins that the bill will create 21,000 jobs. Or 27,000 jobs, depending on whose cocktail napkin you are using.  When Rep. Brod tried to amend the bill to include a report on all of the jobs that will be created, the DFL quickly moved to water down the definition of what a job is.  The Morrow amendment would define job to include direct jobs, indirect jobs and spinoff jobs.

Bond Project Cancellation Report

About a billion dollars of bonding authority are apparently sitting on a shelf in Agencyville, according to the Bond Cancellation Report from Minnesota Management and Budget.  The Dean amendment is an attempt to light a fire under the ample arses of the bureaucrats in charge of releasing the bonds.  Statute gives the bureaucrats four years to pull the trigger on bonding projects.  This amendment would be better if it also gave agencies the authority to cancel projects, but ya can't have everything.

The Setich amendment to the Emmer amendment would have ensured that the federal E-Verify worker citizenship verification system would never be used for bonding projects.  It's the old "must" to "may" manuver, as in E-Verify must may be used by bonding project contractors.  This time around, the day belonged to Must.  Gives a little hope to lonely old 204C.10 (b), huh?  UPDATE:  Must didn't make it, man.

Prevailing Wage Scheme Opt-Out to Save Local Dollars

The Gottwalt amendment kept the common sense train rolling along with no DFL passengers.  The amendment would allow cities to opt out of the union wage scheme known as prevailing wage.  Cities opting to make the most of their tax dollars by refusing to pay the artificially inflated wages would split the savings as follows: "(1) 50 percent to the city; (2) 25 percent must be deposited in the state general fund; and (3) 25 percent must be deposited in the workforce development fund under section 116L.20." The usual DFL union hacks rose to whine about the poor workingperson whom they pretend to represent.  Rep. Rukavina actually stood up on the floor of the Minnesota House of Representatives and said the Gottwalt amendment was taking money out of the pockets of the workers.  Sad.  That's about as good as it got from the DFL side of the floor.  If you want to witness the stark contrast between tired platitudes of the Minnesota DFL and the input of people who truly represent the workers, click here and fast forward to 01:27:00.
